As Senior Director, Threat + Violence Risk Management, David brings to Jensen Hughes extensive expertise as an operational leader in enforcement responsibilities of all applicable laws and standards to protect clients from fines, penalties and workplace violence, as well as in litigation related to employment issues such as workplace threats. He supports Jensen Hughes's clients through threat and needs assessments, program development and training. David has a track record of achieving significant improvements in business performance at work-class organizations and has executed best-in-class business practices to limit risk, improve compliance and governance that has enhanced overall security. He has diverse leadership experience in insider threat, policy development and testing, internal investigations, ethics, risk, compliance, regulatory requirements, quality assurance/reporting analytics, background investigations and litigation support. Moreover, he has been a trusted advisor to executive members, committees and boards.

Prior to joining Jensen Hughes, David was a senior manager of investigations for Discover Financial Services. In this role, he led daily efforts to protect over 17,000 employees and millions of customers by overseeing more than 100,000 background investigations; hundreds of policy, code of conduct and ethics related investigations; and over 500,000 data loss prevention and insider threat alerts annually. During his tenure, he championed the consolidation and development of an enterprise-wide Background Investigations Program focused on the documented individual assessments and compliance. Moreover, he oversaw investigative activities tied to global insider threat management programs with focus on asset and data mishandling, fraud, defalcation and data exfiltration. Notably, while manager of Investigations and Workplace Violence Prevention, David created a new, centralized workplace violence prevention program focused on issue response, training and development of internal Threat Assessment Team structure.

David spent ten years with Bank of America, N.A. serving in various compliance, due diligence and investigations practices at the managerial level. As regional manager of Employment Eligibility Screening, David was accountable for the enterprise-wide Criminal Background Investigations of more than 80,000 applicants and contractors yearly, resulting in 14,000-plus in-depth reviews. In this role, he was the principal partner on case management projects using the Agile methodology to mitigate risk, adhere to FBI CJIS standards and key federal legislative regulations such as FDIC, FINRA, Dodd-Frank and FCRI, as well as EEOC and OCC guidelines. As regional manager of Quality Assurance and Reporting & Analytics, he managed a team tasked with completing quality assurance checks for over 3,000 client due diligence and 80,000 employment eligibility screenings annually. As manager and investigator of Global Due Diligence Investigations, he managed a team of investigators conducting research on relationships from $5 million to $10 billion-plus, including loans, M&A, debt restructuring and venture capital.

David is a Certified Compliance & Ethics Professional (CCEP), awarded by the Society of Compliance and Ethics (SCCE), and a Certified Fraud Examiner (CFE), awarded by the Association of Certified Fraud Examiners (ACFE). He has an Insider Threat Program Manager Certificate from Carnegie Mellon University and a Strategic Decision and Risk Management Certificate from Stanford University. He attended the Wharton/ASIS Security Executive Development Program at the University of Pennsylvania. He has a Master of Business Administration from the Graham School of Management at Saint Xavier University in Chicago, as well as a Bachelor of Science in Human Resources and Business Management from Millikin University in Decatur, Illinois.
